Operational Excellence

In addition to the money and time dedicated specifically to safety and environmental excellence; a great deal of resources are aimed at operational excellence. This means that PBF focuses on running our facilities with the highest degree of reliability, which will lead to increased safety, decreased environmental impact, and excellent process safety management performance.

In order to ensure that we have a well trained workforce, PBF has partnered with community colleges and technical schools located near our sites to develop Associate Degree and Apprentice programs that produce candidates that are prepared to join our highly skilled labor force. The safety of our employees, contractors, and guests is at the heart of everything PBF does. Many say that safety is the highest priority, but we believe that this is not enough. Priorities change as conditions in our lives change. Values, however, are foundational and do not change. At PBF, safety is above priorities, it is a life value.

PBF targets at or below industry standard for Total Recordable Incidents (TRIR) and Lost Time Incidents (LTIR) for both employees and contractors.

PBF has been recognized by many national, regional, and local organizations for our safety record and our commitment to safety. Multiple sites received the 2018 AFPM Safety Achievement Award and our Paulsboro site maintains an OSHA Voluntary Protection Programs (VPP) certification.

PBF also invests capital funds each year to upgrade and improve the safety infrastructure at its facilities. In 2018, over $20 million of capital funds were committed to this effort.

PBF is steadfast in ensuring that the operation of all of its facilities is in compliance with all applicable local, state, and national environmental laws and standards. Meeting these standards involves a multi-pronged approach, utilizing state of the art equipment, world-class employees, Board oversight and commitment to outstanding environmental performance.

All of our facilities utilize state of the art pollution control equipment to reduce emissions compared to historical rates. This equipment includes wet gas scrubbers, carbon monoxide boilers, and tail gas treating units on sulfur recovery units. In addition, PBF has a robust internal team of technical professionals in our HSE department, including numerous chemical and environmental engineers, located at our corporate headquarters and each of our major facilities. These highly trained professionals manage the environmental concerns relating to our activities as part of our day-to-day operations, as well as the impact to the surrounding communities. These professionals continuously monitor and report important environmental data, and, when necessary, are responsible for mitigation and remediation activities.

PBF’s Board provides oversight of all of PBF’s environmental efforts through the Health, Safety and Environment Committee, whose charter is posted on our website. Through the use of state of the art equipment, environmental professionals and strong Board and management oversight, PBF is able to continue on its path of continuous improvement in the area of environmental protection and our results reflect the effectiveness of PBF’s environmental strategy.

Our Delaware City Refinery has partnered with another company to recover carbon dioxide produced as a byproduct at a hydrogen plant utilized in refinery operations. The carbon dioxide is sent to our partner company’s processing plant to be converted to a saleable commodity for numerous commercial applications. Through this partnership, millions of pounds of carbon dioxide are eliminated from the environmental footprint of the Delaware City Refinery.

In 2018, our overall number of environmental incidents decreased 5%, while our flaring events decreased approximately 40%. PBF continues to work to decrease the environmental impact of its operations through operational improvements and capital projects. Over $65 million was expended on environmental projects in 2018.

PBF is committed to maintaining the highest standards of safe, reliable and environmentally responsible operations. We belong to industry groups that share “best practices” across a spectrum of refining competencies, and constantly benchmark ourselves against publicly available industry data as we strive to improve our performance in all areas of safety and environmental performance.

Energy Efficiency

PBF’s commitment to conservation of energy can be seen throughout PBF’s processes. In order to produce fuel and other products from our refineries, crude oil and other feedstocks must be raised to elevated temperatures and then cooled to ambient when the refining is complete. The heat that must be removed from the final products is not lost, it is recovered and reused in our process. This is most often achieved by the use of feed/effluent exchangers. The hot products and the cold feedstocks are passed on either side of a heat transfer media to recovery the heat. This greatly reduces the amount of “new” energy that is needed to cool the products and warm the feedstocks. By application of these and other processes to capture energy efficiencies wherever possible, PBF aims to conduct its operations as efficiently as possible and limit energy waste.

Waste Reduction and Recycling

PBF is committed to continuous reduction of the waste that is generated at our facilities. This is achieved through reuse, recycling, and source reduction efforts. One of our most important reuse and recycling programs involves the catalysts that are foundational to the refining process. Many of these catalyst contain precious or rare earth metals such as platinum, nickel, cobalt, and molybdenum, to name a few. When these catalyst reach the end of their useful life in the refining process, the spent material is sent to reclaimers who recover the metals. These metals can then be reused to produce new catalyst or be used in the production of other goods. This reduces the need for these metals to be extracted from mines and eliminates these materials from landfills.

PBF’s Refining and Logistics teams recognize they must earn the right to operate in the communities that host our facilities, which they do through their commitment to safe, reliable and environmentally responsible operations, as well as being actively engaged locally. Each team considers their permit to operate a privilege that includes an inherent responsibility to be involved in and give back to their host communities.

To accomplish this, each refinery has a dedicated Community Relations staff that in many locations also supports our Logistics facilities by organizing events and responding to needs and issues raised by neighbors and local officials. Our Community Relations teams maintain active roles in their host communities across the nation through outreach programs, philanthropic support that includes voluntarily serving on Boards of Directors, and by sponsoring site-specific Community Advisory Panels (CAPs).

Our CAPs are designed to foster an ongoing dialogue between Refinery Managers and their staffs with CAP members, ideally a diverse, cross-section of neighbors and local officials. CAPs routinely meet to discuss refinery operations and related topics, while providing facility management with insights into issues of importance to the community; which in turn helps us develop appropriate outreach programming that often involves volunteers, funding, and other support.

For example, PBF-supported projects include sponsoring environmental activities and centers, youth sports teams, summer jobs programs for high school students, and various “donation drives,” including holiday toys, food pantries, and blood donations. We also sponsor many other community-based activities, as featured in the accompanying stories.

One major area of focus for each facility is supporting the educational success of local students. Examples include financial providing contributions for needed supplies and equipment, for both schools and students in need, lunch buddies and mentors, homework helpers, grants for teachers, special projects, and field trips; plus other educational activities.

These and other programs help our neighbors view us as positive partners in our host communities.  Another way we do this is by ensuring our contractors meet the same rigorous standards for safety and environmentally responsible performance we set for ourselves.

These are just some of the important ways through which we visibly show our commitment to earning the right to operate in the communities that host our facilities.
